make install-conf does not install the binary

Description

make install-conf installs the config files needed , but does not install (copy) the suricata binary.

While for example make install-full does all that (plus ofcourse the rules).

Hmm do we want that? Or should we add another option since install-conf is known to just install conf then?

Lets keep it simple:
  1. make install -> install bin
  2. make install-conf -> just conf
  3. make install-rules -> just rules
  4. make install-full -> all
