afpacket - vlan decoder statisics

Description

When running the latest git with af-packet while under very HIGH traffic , the decoder.vlan counters do not increment in stats.log.

They stay permanently at 0. The same issue does not exist on the same setup with pfring - then the decoder.vlan counter increments correctly.

The issue is present only under very high traffic load.
