Description

Currently we cannot set a flowbit in an IP only rule or it'll be loaded as a normal rule. Would be better if flowbits do not affect this.

I'd say we'd only support the "set" option in flowbits for ip-only rules. Each flow is only checked once in each direction (so the first packet in each direction is checked), so the other operations wouldn't make much sense.
