openuserguide: default's to latest development branch instead of latest release tag

Description
When a user navigates to https://docs.suricata.io/ they are presented with the latest documentation for the development branch, not the latest release branch. While there is a notice on the main page, there is no automatic way to put a notice on other pages such as https://docs.suricata.io/en/latest/command-line-options.html.
To automatically add such messages, ReadTheDocs requires the tag to be in semver format with no prefix string like Suricata uses (eg: suricata-7.0.6).
