Split SIG_FLAG_INIT_STATE_MATCH as it has 2 only lightly related use cases:

1. move stream inspection for a app_tx signature into the tx part of the detect engine
2. move a non-app-tx sig into the tx engine when it depends (by flowbit) on a app_tx signature
