fast log: add syslog as an file type

Description

With the removal of the "syslog" output type in 9.0 (#7234), and no plans to remove fast.log, it makes sense to add "syslog" as a filetype to fast.log. It should be easy to refactor the eve syslog file type to be more reusable by non-eve loggers.
