Description

SIGUSR2 does not reload tenant rules; that is only possible over the Unix socket. This isn't really expected.

Instead of making this the default, though, I suggest a configuration option to also reload tenant rules on SIGUSR2 or the "reload-rules" socket control command.

Documentation also needs to be cleared up here.
