When having log-rotate set to e.g. daily rotation, the time when a new file is created is shifted by:
1) incorrect hour/day calculation in SCGetSecondsUntil (moves the next rotation time off by a minute (on hourly) or by an hour (on daily) rotations)
2) an assumption, that a day has always 86400 seconds -- disrupted by Daylight Saving Time changes
The first case moves, originally planned midnight rotation to 1am.
In the second case, the log, normally created at 01:00 (hh:mm) gets shifted +/- by an hour during entire duration of the DST period.
