Live rule swap - loads a commented (in suricata.yaml) rule file

Description

If live rule swap is used - commenting out a whole rule file in the suricata.yaml has no effect.
In other words the rules in that file will be reloaded again even though the file has been commented out in the rules section in suricata.yaml
