Description
Hello! Got a S3.0 building problem on OpenSUSE distro (rather popular distro), which was described in #1225 and #1525: 'configure: error: libnetfilter_queue/libnetfilter_queue.h not found ...'
Used the installation guide for CentOS 7 (https://redmine.openinfosecfoundation.org/projects/suricata/wiki/CentOS_7_Installation), because OpenSUSE is also RPM-based distro.
For the fisrt time I tried to build S3.0 with default options: k_mikhail@linux-mk500:~/suricata-3.0> ./configure --prefix=/usr --sysconfdir=/etc --localstatedir=/var --enable-nfqueue --enable-lua
and then: k_mikhail@linux-mk500:~/suricata-3.0> ./configure --prefix=/usr --sysconfdir=/etc --localstatedir=/var --enable-nfqueue --enable-lua --with-libnetfilter-queue-includes=/usr/include/libnetfilter_queue-1.0.2/ --with-libnetfilter-queue-libraries=/usr/include/libnetfilter_queue-1.0.2/ , but result is the same (unsuccessful).
Because related bug-reports #1225 and #1525 are not resolved-status, the installation sheet for OpenSUSE distro (#1685) too will be appretiate. Thank you for your help!

Try this:
CPPFLAGS="-I/usr/include/libnetfilter_queue -I/usr/include/libnfnetlink-1.0.1" ./configure --enable-nfqueue --enable-lua

Do you have all the packages installed, see:
https://redmine.openinfosecfoundation.org/projects/suricata/wiki/OpenSuse_Leap_Installation
I tested on 42.1 which installed libnetfilter_queue 1.0.1.

I tested on 42.1 which installed libnetfilter_queue 1.0.1.
I'm testing on OpenSUSE 13.2 with libnetfilter_queue 1.0.1 (not 1.0.2, sorry for confusing!)... Just re-checked all packages to install - yes, all mentioned in guide packages are installed and CPPFLAGS= is defined too. The same unsuccessful result -- 'configure: error: libnetfilter_queue/libnetfilter_queue.h not found ...'

The CPPFLAGS just need tweaking across different versions of OpenSuse.. For 13.2:
CPPFLAGS="-I/usr/include/libnetfilter_queue-1.0.2 -I/usr/include/libnfnetlink-1.0.1" ./configure \
--prefix=/usr --sysconfdir=/etc --localstatedir=/var --enable-nfqueue --enable-lua

#1524 should make setting of CPPFLAGS unnecessary by using pkg-config.

I filed a report on boo (http://bugzilla.opensuse.org/show_bug.cgi?id=964612) to find the way to simplfy building process, and openSUSE guys prompted to use abstract way for 13.2/42.1: 'export CPPFLAGS=`pkg-config --cflags libnetfilter_queue`&& pkg-config --libs libnetfilter_queue && ./configure'. I've tried this way on 13.2 and it works good. Possibly, it also works good on 42.1, please, check this out.So, we can one more time update the install-guide for openSUSE. And sorry for noise about this.
Due to note from boo#964612 -- "You should report to them that they are missing a PKG_CHECK_MODULES call for libnetfilter_queue." -- should I file separate bug-report on redmine-tracker?
