Functional IPS support was developed by Giuseppe and Alfredo, but neither of them have the time to wrap it up. Most recent code: https://github.com/inliniac/suricata/pull/1587

In the near future it will be possible to run pfring as a plugin. That would be a good time to consider extending the functionality.
