Suricata

Suricata will still set the default rule path to /etc/suricata/rules if not bundled with Suricata-Update. I think we change this to /var/lib/suricata/rules for 7.0 (respecting --prefix, etc of course). This will allow those that install with an unbundled suricata-update to be compatible with Suricata-Update.

This will require a release notes/upgrading section, but I think its time.

This should not cause issues for RPM users or most ./configure installs. Might be cause issues for Debian type packages that haven't seemed to migrate to this type of install.
