opensuricata-verify: add a "fail: true" check for tests expected to fail
Description
Provide the ability to indicate that a test/check is expected to fail.
This would allow us to provide a good error message when a test passes when it's expected to fail.
This could be applied to the test as a whole, or to individual checks.
'fail: true' would designate a test that is considered to pass when it actually fails.
This is good for documenting/tracking known issues.
