Description

Some distributions like RHEL 8 still ship with old versions of Sphinx that fail to build our documentation.

Add an autoconf check and only build the documentation if the minimum version of 3.4.3 is met.

Reported in the forums as failing to build on RHEL 8: https://forum.suricata.io/t/suricata-7-0-compilation-problem-warning-treated-as-error-in-table-directive/3898
