open[investigate] exceptions: are drop reasons unique to policies?

Description
We set the drop reason when we apply exception policies, and so the drop event (at least the
very first) will indicate that this was triggered by an exception policy. For support purposes
(and traceability?), have the drop reasons used in that case be unique to the exception policies
causing them would be best.
