Description

The parent ticket has a pcap file that contains 1 NotificationResponse message that should
be parseable and logged.

Current behavior:
- NotificationResponse message not being logged by the pgsql even though the parser has the code to do so

Expected behavior:
- NotificationResponse messages should be parsed and logged
