trigger BUG_ON assertion in packet path

Found by oss-fuzz https://issues.oss-fuzz.com/u/1/issues/427537240

Problem is failed HTTP connect request and use of response_data_other_at_tx_end which does not take into account the fact that another transaction was already created by a subsequent request
