Description

This is part of OOBE tickets line.
Out Of the Box Experience(OOBE) is aimed at providing better defaults values in suricata.yaml

Disable NIC offloading config option in yaml where if enabled Suri will automatically disable all offloading on the physical interface that it is listening on.
This would mean probably a new dependency on the ethtool pkg.
