TLS Lua output does not work without TLS log

Description

It seems that the TLS Lua output logger is not registered, causing it to not work unless TLS log is enabled. This will probably be fixed by adding AppLayerParserRegisterLogger(...) to the correct place.

This seems to be the case for SSH, as well.
