Suricata

We have sections briefly describing these actions, but (especially for PASS), mainly in the context of rules' actions and what they'll mean.

Would be useful to have a section explaining what parts of the engine will be disabled for each action (sort of what we have for bypassing here https://suricata.readthedocs.io/en/latest/performance/ignoring-traffic.html#bypassing-traffic), maybe not in the rules or performance section...
