radix tree do not support "0.0.0.0/0 ::/0"

Description

When I set host-os-policy like this, I get return -1 not OS_POLICY_WINDOWS of an ipv4 address.
host-os-policy:
windows: ["0.0.0.0/0", "::/0"]

But if I changed the order, it worked.
host-os-policy:
windows: ["::/0", "0.0.0.0/0"]

I think it has the same mistake in defrag module.
