Pushing to 8.0 final. PR https://github.com/OISF/suricata/pull/13381 did a sweep of updated for 8.0.0-rc1. A final check should be done before 8.0 final, especially for anything security related.

I think we can close this, 8.0 is out now. Dependency versions are set and should be updated with care going forward on the 8.0 branch.
