openeve/stats: make stats API aware of meaningful zero-values

Description
For some verbose stats, e.g. app-layer exception policy errors, it makes sense to hide such counters.
But for some others, the zero is something important to be seen.
There's work in progress for global disabling, but we also want to allow for fine-tuning this decision
