libsuricata: use provided threads and packets

Description

One of the main goals library support for Suricata 8 is for users to bring their own threads and packets. The idea is that a user can "bootstrap" Suricata, spawn their own threads and feed their own packets into the engine.

This is basis of the work already started, however now specific ticket existed for this basic support.
