After fix of #7450, SV passes with FUZZING_BUILD_MODE_UNSAFE_FOR_PRODUCTION

But this was internally discussed a non goal

it would be fair to say that SV should pass for any combination of feature / optimization configure flags
Just not for the fuzz/debug stuff perhaps.
