Description

Currently things like the simulated scenarios for the exception policies are built
in DEBUG mode/ scope. However, this means that we skip suricata-verify runs for code coverage, which isn't ideal.

To improve that, create a dedicated scope for those.

During SuriCon 2025, there was a lighting talk by Stuart from proofpoint on debugging Suricata for rule-writing. Maybe there's something around that to be added/ defined, as well?
Might be a follow-up/ related work.
