Description

Soner reports that libsuricata attempts to open ./suricata.log despite a configured default-log-dir. An unwritable working directory causes initialization failure and repeated c-icap child restarts. Starting in the log directory is insufficient because c-icap changes to / when daemonizing.

Investigate whether this results from initialization order or user-mode log-directory overrides. Potentially related to #9178.
