Description

VXLAN is a tunneling protocol using UDP, much like Teredo, GRE etc.

I am doing the beginnings of support, but am a noob, will update https://github.com/kramse/suricata branches

Tagging as 'needs backport' as I think we should add support for this to 4.1.x now that AWS has traffic mirroring that depends on it.
