Description

Affecting 5.x and git master

It seems there are certain cases of rule mixtures (ex abuse ch 100k url rules and others) that can trigger a condition that takes 20 min+ to load.
I can reproduce it on a specific machine - i need to come up with a reproducible case or to find out what causes it.
See attached for reference during load time.
