Bug #5621
closedsecurity.limit-noproc: disabled if not provided in the configuration file

Description
The suricata.limit-noproc
exists and is set to true in the default configuration file suggesting that it is enabled by default. However, if it is not present in the configuration file, it will not be enabled.
Generally the defaults in the configuration file match up with the defaults if not present.
Or it could just be handled with documentation (and an upgrade guide note).
