Description

Check the detect-lua.c file and convert tests that do things like create packets,
stream engine tracking and detection into pcap based SV tests.

This is being worked on by Modupe Falodun and was being tracked via https://redmine.openinfosecfoundation.org/issues/4911
but it's best to have one ticket per file, in this case, I think.
