No work required for this issue when https://github.com/OISF/suricata/pull/9559 is merged. That PR removes the HBA support code including the deprecation notice.

Let's move forward with https://github.com/OISF/suricata/pull/9478 for 7.0.x and merge https://github.com/OISF/suricata/pull/9559 into the 8.0.x branch.

According to Napatech (Ralph Eastwood):
"The [HBA-related] API won't be removed from our software for compatibility with our older hardware (and for other software that uses our hardware) but we don't support its use for current hardware through Suricata."
Thus, the HBA deprecation notice changes from commits were made by Napatech:
