I wonder if we should change this for 8.0.x at all. It could/would be a breaking change during a minor update for some configs.

I think it would be good to make it clear to the user that something unintentional happened, like with notice or even warning.

For 8.0.x, issue a Notice when pgsql is enabled by default (that is, because it's not present in our yaml settings).
