Add VLAN tag ID to all outputs

Description

It is very beneficial for the VLAN ID to be added in all possible log outputs of Suricata (mainly all JSON)
Suggestion -> something like "vlan":333 , if there is no VLAN tag -> "vlan":"none"

We're adding vlan to the JSON logs as:

"vlan":46

If no vlan is in use, the vlan part is omitted from the log.
