...mention "If the "rule-reloads" option is enabled", but that seems to be the only place "rule-reloads" option is mentioned. It does not appear in suricata.yaml, or other default config I can find. Leaving it unclear how to set this option.

Config files / documentation need to be updated to cover the "rule-reloads" option.
