Description

Basic runner is in place. Some issues to address:
- use prep build instead of doing own git+cbindgen logic
- fix path handling

I think this is complete. It doesn't make sense for Windows to use the current cbindgen step as it builds a linux binary. And with only the 2 windows builds, its not much of an optimization at this time. There are also no prebuilt binaries for Windows from the cbindgen release page.
