Description

Our current guide resides in the old wiki, still, and was last updated in 2020.

I recently came by a question in Stack Overflow related to Windows installation,
(https://stackoverflow.com/questions/75578926/suricata-unable-to-find-pcap-h-file-while-compiling-in-windows),
and it is the second time I see someone referring to a very old pdf with instructions.

Bringing info to our userguide would - hopefully - reduce or prevent such occurrences...
