Our RtD is currently affected by this: https://github.com/readthedocs/sphinx_rtd_theme/issues/1115
As an example, notice how this bulleted list of actions is rendered in our docs (https://docs.suricata.io/en/latest/rules/intro.html#action) vs on GH (https://github.com/OISF/suricata/blob/master/doc/userguide/rules/intro.rst#action).

On (my) Ubuntu 22.04, they render properly. I tried to research and found the bug above.
We must investigate and understand why our rtd them is showing a bug from 2 years ago, even though we're using much newer versions...

When we do find the cause/solution, see if this has to be backported.
