Description

Re-opening 6746 for main-7.0.x

For master:
The original issue was first reported in 6732 and merged with https://github.com/OISF/suricata/pull/10426. That was a partial fix and https://github.com/OISF/suricata/pull/10590 resolved all known issues.

For main-7.0.x:
The initial changes were backported into main-7.0x with 2 commits from https://github.com/OISF/suricata/pull/10442:
- f8ec39208d3f4c57da3fc394e86c64eb816cc6cd
- 15bb1d48411abd7aec7b0d685a2ac2dac010cd75

This ticket is for backporting the changes from the second fix to master (https://github.com/OISF/suricata/pull/10590):
- f17204191d3bb2201e6b6b1c4cf2e7a96148e8cd
- f9cf87a003d273ec175590e2ffec053d2672af95

This issue is created to continue addressing the issue partially fixed in 6746; 6746 has been mentioned in the release notes as correcting the issue.
